Elchin Safarali oglu Babayev has made significant contributions to the development of science in Azerbaijan through his scientific and administrative work at the country’s leading academic and educational institutions. He began his career at the Shamakhi Astrophysical Observatory of the Azerbaijan National Academy of Sciences, where he initially worked as a research associate. He later held key positions such as Head of the Department of “Space Plasma and Helio-Geophysical Problems” and Deputy Director for Scientific Affairs. He is well known for his research in the fields of astrophysics, solar activity, and space environment studies. Elchin Babayev also served as Executive Director of the Science Development Foundation under the President of the Republic of Azerbaijan. During his leadership, he played an instrumental role in supporting scientific research in the country, promoting young scientists, and expanding international scientific cooperation. He was later appointed as Rector of Baku State University, where he has led significant reforms in the areas of governance, digitalization of education and research activities, strengthening international partnerships, and implementing innovative approaches. In addition to his administrative roles, Elchin Babayev has also been engaged in teaching physics and astronomy at various higher and secondary educational institutions, contributing to the education and development of young generations in science.
